The bulk of Poway’s commercial roofing sits in the Poway Business Park, which fills the south of the city along Scripps Poway Parkway. The park lies about three miles east of I-15 and just west of SR-67. Kirkham Way, Crosthwaite Circle, General Atomics Way and nearby streets hold aerospace, semiconductor-equipment, food distribution and light manufacturing buildings, nearly all under wide low-slope roofs. Retail centers and offices along Poway Road account for most of the rest.

On buildings this large, we start with how water leaves the roof and what the operation underneath can tolerate.

Roofing Considerations Specific to Poway

Commercial brokers group Poway with Rancho Bernardo and Scripps Ranch in the I-15 Corridor submarket, not with North County. Voit Real Estate Services counted 188 industrial buildings totalling about 7.66 million square feet there in Q2 2025. That averages near 40,000 square feet each, bigger than in neighboring submarkets.

One planned park holds most of the roof area. The city describes the Poway Business Park as roughly 700 acres with more than 9.5 million square feet of office and industrial space and over 500 businesses. It was laid out under the South Poway Specific Plan of 1985, and construction began later that decade. Southern California industrial buildings of that period commonly paired tilt-up walls with a panelized wood deck and asphalt built-up roofing. Many have since had a second roof or a coating added, and core samples tell us what’s actually up there.

Big roofs fail at drainage and movement. On a roof approaching an acre, water travels a long way to reach a drain. A slight sag in the deck, a blocked cricket or an undersized scupper becomes standing water across a wide area. Long runs of roofing also expand and contract daily, working at expansion joints, area dividers and wall flashings.

Newer distribution buildings are larger still. Vantage Point, at Scripps Poway Parkway and General Atomics Way, added two tilt-up warehouse and distribution buildings totalling about 531,000 square feet after a 2018 rezoning to light industrial. Roofs at that scale usually arrive as single-ply membranes whose warranty terms decide who may cut into them.

Production floors can’t stop for the roof. Aerospace and electronics plants tend to put make-up air units, exhaust fans and long duct runs overhead, each one a penetration to keep sealed. With vacancy low across the submarket, the space under a leak is almost always working: an assembly line, a test bay, racked inventory.

Fire shapes the city’s rules. Poway first designated Fire Hazard Severity Zones in November 2007, after the 2003 Cedar Fire and the 2007 Witch Fire. The city says more than 90 percent of Poway now lies in one. The Santa Ana winds behind those fires also pry at edge metal and fill drains with debris.

Inland sun does most of the aging. Morning cloud clears early this far from the ocean, and long hours of UV dry out and crack exposed asphalt and older coatings.

Commercial Roof Repair in Poway

On a large industrial roof, the reported problem is rarely the only one. We plot ponding, open seams, failed flashings and damaged curbs on the roof plan and price each item separately. You choose what gets fixed now and what goes into next year’s budget. When a building is sold or a lease renews, a ROOF INSPECT report records its condition for the transaction. Scoping and documentation: commercial roof repair.

Commercial Roof Leak Repair in Poway

Under a roof this size, water runs along the deck or a duct, so the drip on the plant floor may appear well away from the opening. Access is planned with the plant’s safety lead around shift changes, forklift aisles and anything below that can’t be covered. Our method: commercial roof leak repair.

Roof Coating and Restoration in Poway

Tearing off a roof this size over a working floor is costly and disruptive, so restoration gets tested first. If core samples find dry insulation across most of the field, the wet sections can be cut out and the roof coated in phases while production carries on.

Poway’s long dry, sunny stretches favor acrylic on sections that drain properly. Big flat fields often hold water in low spots after a storm, and there silicone, which tolerates standing water, is the better call. Adhesion tests come before either. Candidacy and warranties: commercial roof coating and restoration.

Commercial Roof Maintenance in Poway

Our ROOF PROTECT™ maintenance program divides a big roof into zones. Each visit’s photos and findings are pinned to the roof plan and compared year to year. Visits clear drains, crickets and scuppers before the winter rains, with a check for wind damage after a Santa Ana event.

Permits, Title 24 and Code in Poway

Re-roofing permits. The City of Poway Building Division, at 13325 Civic Center Drive, has a dedicated re-roofing permit application. It asks about slope, size, the existing layers, tear-off or overlay, and whether the structure can carry the new roof’s weight. We gather those answers during scoping, and check with the Division whether a coating-only scope needs the permit.

A Class A listed assembly. The application requires a Class A roof assembly, with its ICC or UL listing attached. The installed deck, underlayment, insulation and covering have to match that listing. Swapping in a different insulation board or cover sheet on site can take the roof outside it.

The pre-roofing inspection. Before the new roof goes on, the city requires a pre-roofing inspection. On a phased reroof, the inspection sequence is agreed with the Division before the first section is opened, because nothing can be covered until it has passed.

Title 24 climate zone. Poway’s ZIP code, 92064, is listed in climate zone 10 in the state’s ZIP-code table. The table doesn’t work parcel by parcel, so the Energy Commission’s map gets the final word on each address.

Cool roofs. Replacing, recovering or recoating a large enough share of a low-slope roof brings in the state’s cool-roof rules; see the cool-roof requirements.

Commercial Buildings We Serve in Poway

  • Manufacturing plants in the Poway Business Park: aerospace and electronics buildings with equipment-heavy roofs, and leak repair scheduled around production.

  • Newer tilt-up distribution buildings: warranted single-ply, including PVC, kept to the manufacturer’s terms from year one.

Frequently Asked Questions About Commercial Roofing in Poway

Can a Roofing Contractor Handle Poway’s Pre-Roofing Inspection?

The city’s re-roofing application lets a licensed roofing or general contractor act as the special inspector and certify the pre-roofing inspection in writing before final. Our proposal states who will be responsible for it and where it falls in the schedule.

Is Our Poway Business Park Building in a Fire Hazard Severity Zone?

That depends on the parcel. The city says more than 90 percent of Poway is inside a Fire Hazard Severity Zone, but only the city’s map, checked by address, answers it for a specific building. The re-roofing application asks for a Class A assembly in either case.

Can a Large Roof Be Restored or Reroofed While Production Continues?

Usually, by phasing. The roof is split into sections that can each be opened, worked and made watertight in a day, with areas over sensitive processes done at agreed times. Materials and odors stay clear of make-up air intakes, and lifts are timed around shipping and receiving.
